Any qualified voter in American Samoa may vote by absentee ballot at any election, as provided in Title 6, Chapter 11, Section 6.1101 of the American Samoa Code Annotated.
OFF-ISLAND ABSENTEE BALLOT VOTING
Any eligible voter who is eligible to vote in any election is eligible to request an absentee ballot by mail if they meet the following criteria.
Active Service in the U.S. military forces (including spouse and dependent)
Employed in the service of the United States Government;
A student at an institution of learning;
Employed in the American Samoa Government
An overseas voter voting in the election for Delegate for the U.S. House of Representatives.
Once you have finished downloading your Absentee Ballot Form, please follow these instructions:
Step 1: Print out the Absentee Ballot Form
Step 2: Fill out the necessary information and make sure to sign
Step 3: Use a scanner or mobile camera device to take a clear snapshot. Please ensure the information is readable.
Step 4: Send your form via email @ info@eo.as.gov
LOCAL ABSENTEE BALLOT VOTING
Any eligible voter who will be temporarily absent from the Territory on Election Day because of:
Travel for medical treatment;
Travel for military-related assignments;
Travel for employment-related training, conference or assignments; or
Vacation
Voters under this category are required to provide proof of travel and must vote at the election office before traveling.
Present in the Territory but absent from the district on election day because of:
confinement in any hospital
confinement in any public institution
confinement at home because of illness or physical disability which will prevent him/her from attending the polls
any religious belief, ruling, doctrine, or standard which will prevent him/her from attending the polls
employment as an election official on election day
HOMEBOUND SERVICE - Voters with disabilities
The Homebound Service has been a crucial initiative of the American Samoa Election Office for many years, specifically aimed at supporting our voters with disabilities. This service allows our dedicated election office team to visit the homes of eligible voters to assist them in casting their votes, ensuring that everyone has access to the electoral process regardless of mobility challenges.
This year, we are eager to enhance the Homebound Service to better meet the needs of our voters with disabilities. We understand how important it is for you to participate in elections, and we are committed to making this process as smooth and accessible as possible.
To apply for the Homebound Service, please download the application form from our website, fill it out, and submit it directly to the Election Office. We encourage you to take advantage of this convenient service, which will be available until November 2, 2026.
